Inspections of water storage tanks often involve climbing ladders to visually check both external and internal conditions. Since working at these heights carries risks such as falls, we propose an operational approach that balances labor savings with safety through a remote monitoring solution using IoT cameras and AI cloud software. Our goal is to minimize the burden of daily inspections by reducing the need to physically access rooftops or tank tops.
Following the 2001 amendment to the Water Supply Act (enforced in 2002), the responsibilities of facility managers and owners regarding the proper management and hygiene of water tanks were clearly defined. Most local governments require periodic "cleaning, inspection, and water quality testing; maintenance of records; and notification/reporting of anomalies" at least once a year. While cleaning receiving tanks and elevated tanks is typically outsourced to registered contractors, daily management involves carefully checking basic items such as maintaining cleanliness around the tank, checking for cracks or leaks, and inspecting manhole covers, gaskets, insect screens, overflows, and vents, as well as the appearance and odor of the water. Additional inspections are conducted as needed following earthquakes, freezing temperatures, or heavy rain. If there is any risk to health from the supplied water, the water supply must be stopped, users notified, and the relevant authorities contacted immediately.
